The state uses a firm permit system that requires annual renewal -- firm permits expire every December 31 and must be renewed for the coming year.

A frequent source of confusion is the 10-year permit duration referenced in .0832(a)(8). That longer cycle applies only to Septage Land Application Site and Detention/Treatment Facility permits, not to the firm permits that hauling businesses hold. Firm permits under .0834(i) remain strictly annual.

North Carolina requires two distinct documentation types depending on how septage is disposed. Pumper Log Forms are completed for every collection event, capturing the generator name, site address, volume, and date. Land Application Log Forms are required separately when septage is applied to land rather than delivered to a treatment plant. If your operation delivers exclusively to wastewater treatment facilities, the pumper log is your primary record, but any loads going to permitted land application sites require both forms.

Haulers must complete 4 hours of continuing education annually through DEQ-approved providers. Record retention is five years. The reporting period follows the calendar year with annual reporting frequency. Enforcement authority under N.C.G.S. 130A-22 allows civil penalties for violations including operating without a current permit, incomplete log forms, and failure to meet continuing education requirements.
