New Hampshire is the only state in the country that licenses septage haulers per tank rather than per vehicle or per business. Under Env-Wq 1605.04(a), the fee is $100 for each tank, with an additional $5 per tank for plates. If you run three trucks each carrying a single compartment tank, that is three separate tank permits. A truck with a split compartment system could potentially count differently depending on how DES classifies the configuration.
Permits are biennial, expiring January 31 on a two-year cycle, and are governed by NH DES under rules Env-Wq 800 for sludge and Env-Wq 1600 for septage. Manifests require six fields: generator name and address, waste type, gallons, vehicle ID, and service date. Records must be retained for a minimum of 5 years after the permit expires — not 5 years from the date of service, but from permit expiration, which can extend the effective retention window significantly.
Vehicle marking standards reference federal 49 CFR 390.21, requiring the business name, address, and phone number to be legible from 50 feet. This is a DOT-level standard that some smaller operators may not realize applies to their pump trucks.
Grease trap waste is covered under the same Env-Wq 1600 septage permit program. The same biennial per-tank fee structure applies, and land application of grease waste is not allowed. NH DES enforces these rules under both Env-Wq 800 and Env-Wq 1600.
