Delaware packs a lot into its small geography when it comes to septage hauling compliance. The DNREC Division of Water oversees the program under 7 DE Admin. Code 7101, and the licensing structure has two distinct layers. Individual operators must hold a Class F license, which requires passing an exam and completing 10 hours of continuing education per year, plus posting a $5,000 performance bond. On top of that, each business needs a separate Non-Hazardous Liquid Waste Transporters Permit covering its vehicles.

Insurance requirements are specific and substantial: $500,000 in general liability and $1,000,000 in business auto liability. These are not optional add-ons. Class F licensees must also submit quarterly reports documenting location, address, and gallons removed.

Delaware does not explicitly require per-trip manifests at the state level, though they are strongly recommended as a best practice. The state does mandate that septage and grease trap waste must not be co-mingled unless the receiving disposal facility provides written approval. Grease trap work falls under the same Class F license, but haulers must maintain a written grease trap maintenance contract with property owners and submit it to DNREC within 15 days.

Delaware Septic Hauling FAQ

What licenses do I need to haul septage in Delaware?

You need two things: an individual Class F license (requiring exam, 10 hours annual CE, and a $5,000 performance bond) plus a business-level Non-Hazardous Liquid Waste Transporters Permit from DNREC Division of Water.

What insurance is required for Delaware septage haulers?

DNREC requires $500,000 in general liability and $1,000,000 in business auto liability. Both are mandatory under 7 DE Admin. Code 7101.

Can I mix septage and grease trap waste on the same load in Delaware?

Not without written approval from the receiving disposal facility. DNREC requires that septage and grease trap waste must not be co-mingled unless the facility specifically approves it in writing.

Class F licensees must submit quarterly reports to DNREC documenting the location, address, and gallons removed.
